DOWNLOADS:
Picasa (From Google) - Price FREE - Allows you edit and modify images that are stored on your PC. It does have good feature that allows you to batch reduce sizes of images, which is great for galleries. http://picasa.google.com
ONLINE BASED:
Snip Shot - Price FREE - Snip Shot allows you to upload images or take images that are already online and resize, crop and rotate them, adjust the brightness or colour settings, etc. Once you're done you can save the modified image back to your computer.
It's a great way to make quick changes without even opening an image editing program. I'd also suggest having a look at the "Bookmarklet" feature, which gives you the ability to edit any image you're looking at on a website with a click of your mouse. http://www.snipshot.com
